What is commissioning?
Commissioning is the phase in an asset’s lifecycle, where its designed functions, guarantee-values and performances are being tested. Formally, the commissioning phase starts after finalisation of the construction (or erection) phase, and is predecessor of the operations phase. Practically, from experience, the commissioning preparation must start in the earliest phase: the ‘front-end loading (FEL)’ stages, to be able to already integrate relevant technical provisions in the early design stage, mandatory for a correct, safe and smooth commissioning. Next to the determination of required technical provisions, also an adequate work breakdown structure shall be defined, as well as a chronological (or…

the mandatory input for commissioning The successful preparation and execution of a commissioning phase demands a qualitatively proper, complete and consistent input from engineering. Piping & Instrumentation Diagrams, Mass Balances, heat Balances, Process Flow Diagrams, Instrument Lists, Signal List, HAZOP action sheets, and a whole list of other mandatory deliverables, need to not only be available for commissioning, but also be complete and consistent. Most projects have a collection of sub-suppliers for different scopes of the plant. Often, each of these sub-suppliers provide their own P&ID’s, instrument loop diagrams, instrument lists, equipment lists and so on. If not properly defined…

Building according to commissioning priorities The strategy of constructing a plant is a dynamic one, and often tries to find the perfect symphony between what needs to be built first in terms of material-delivery times and construct-ability on the one hand, and on the other: what does commissioning demand to have constructed at first, in order to start the early commissioning activities as soon as possible. Determining the earliest point where construction is able to actually follow-up on the commissioning system availability priorities demand, is complex. We support our customers in finding the point, by reviewing their construction plan and…

plans, procedures, programs, protocols, check lists and more A structured commissioning phase is a process on its own, to come from assignment to target, with goals and internal flows, such like activities, deliverables, costs and personnel. To keep these flows flowing, and hence keep the process working smooth and safe, the process and the required input from stake-holders needs to be defined correctly. Organisation, stake-holder determination and management, risk management, operational safety, take-over from construction, work breakdown structure, site procedures, activity programs, check lists, plant tests, and many other topics need to be prepared to ensure a smooth and safe…

The asset’s life-cycle phase, for what it’s all about The operations phase is where the new project comes to an end and where the asset’s owner takes full control, and needs to make sure that the asset is operated and maintained as per design to maintain the defined performance, reliability and availability. Taking control, in the literally context of the word, does not happen from the one day to the other. Like with a car, the operators need time to learn, understand and get the ‘feeling’ of how the asset works, behaves and responds in all thinkable scenarios, from nominal…
